Revises contracting provisions between the Department of Transportation and local governmental entities for turnpike project acquisition, construction, and operation by allowing local entities to negotiate and contract with the department for design, right-of-way acquisition, transfer, purchase, sale, and construction within their jurisdictions or counties with interlocal agreements.

Exempts law enforcement officers from paying tolls on toll facilities when operating an official vehicle while on official law enforcement business.

Requires toll revenues from Alligator Alley to reimburse counties or local governmental entities for direct actual costs of operating a fire station at mile marker 63, providing fire, rescue, and emergency management services, through interlocal agreements effective July 1, 2014 through June 30, 2019.

Requires expressway authorities in counties defined under s. 125.011 to submit to the Governor by October 1, 2018 information regarding compliance with a minimum 5 percent toll reduction; if not met, the existing board shall be dissolved and replaced by October 31, 2018 with a new board appointed by the Governor and county governing body.

Takes effect July 1, 2018.
