Creates a new crime under Florida law prohibiting any person from making, posting, or transmitting threats to conduct mass shootings or acts of terrorism in any written or electronic record in a manner viewable by others, punishable as a second-degree felony.

Exempts providers of interactive computer services, communications services, commercial mobile services, and information services (including internet and hosting service providers) from liability when they transmit, store, or cache electronic communications or messages of others who violate this section.

Amends the Criminal Punishment Code to classify threats to conduct mass shootings or acts of terrorism as a Level 6 felony with a second-degree felony designation.

Imposes a $151 surcharge on convictions for specified violent crimes and crimes against sexual assault victims, with $150 deposited into the Rape Crisis Program Trust Fund and $1 retained by the court clerk.

Takes effect July 1, 2018.
