Creates the Trust Fund for Victims of Human Trafficking and Prevention within the Department of Law Enforcement, funded by s. 787.061 and other sources including legislative appropriations.

Requires the department to use trust fund moneys for human trafficking victims' medical and mental health examinations, treatment, living expenses, lost wages, and repatriation.

Authorizes trust fund use for public education about human trafficking, prevention of minor recruitment in schools, establishing survivors' resource centers with legal and social services, and advertising the National Human Trafficking Resource Center hotline and BeFree Textline.

Permits the department to contract with qualified entities to manage and deliver services, subject to fund availability and legislative appropriation.

Terminates the trust fund on July 1, 2022, unless terminated sooner, with a required review before termination; effective date contingent on HB 167 or similar legislation becoming law in the same legislative session.
