• Authorizes water management districts to participate in the state group health insurance program and prescription drug coverage program upon affirmative vote of the district's governing board.

• Requires participating water management districts, small counties, small municipalities, and district school boards to pay an initial administrative fee of at least $2.61 per enrollee per month and reimburse the state for 100 percent of program costs.

• Establishes a minimum 3-year enrollment period with 1-year advance notice required for termination; entities cannot reapply for 2 years after termination.

• Requires monthly premiums to be established through actuarial analysis conducted by the Department of Management Services, with costs of the analysis paid by the participating entity.

• Becomes effective July 1, 2018.
