Amends section 420.0005 to explicitly prohibit transfer or use of State Housing Trust Fund moneys for any purpose other than those specified in the housing chapter.

Requires quarterly transfer of appropriated funds to the State Housing Trust Fund in advance or as soon as received, subject to Chief Financial Officer certification that the Florida Housing Finance Corporation complies with statutory requirements.

Amends section 420.9079 to prohibit transfer or use of Local Government Housing Trust Fund moneys for any purpose other than implementing specified housing programs.

Limits corporation requests for compliance monitoring funding under the Local Government Housing Trust Fund to a maximum of one-quarter of 1 percent of annual appropriation per state fiscal year, to be deducted before calculating local housing distribution.

Takes effect July 1, 2018.
