Defines "step therapy protocol" as a written protocol that specifies the order in which prescription drugs must be used to treat a patient's condition.

Prohibits health insurers and health maintenance organizations from requiring insureds or subscribers to repeat step therapy protocols if the drug was appropriately prescribed and is considered safe and effective for their condition.

Allows new health insurers or HMOs to impose prior authorization requirements for continued coverage of drugs prescribed under a prior step therapy protocol.

Does not require health insurers or HMOs to add new drugs to their formularies or cover drugs for unapproved uses to comply with this law.

Applies to contracts entered into or renewed on or after January 1, 2019; excludes Medicaid managed care plans; takes effect July 1, 2018.
