Requires local governments to include protection of private property rights as a mandatory element in their comprehensive growth management plans.

Mandates creation of a private property rights element that establishes principles, guidelines, standards, and strategies addressing impact on property rights, economic development encouragement, alternative solutions, and harm from noncompliance.

Requires counties and municipalities to adopt or amend land development regulations consistent with the private property rights element within 1 year of adoption.

Sets deadline of July 2020 or at the next evaluation and appraisal update review for local governments to adopt a private property rights element, whichever occurs first.

Requires state land planning agency approval of local private property rights elements if substantially conforming to a specified format including goals, objectives, and policies that balance comprehensive plan provisions with private property protection and economic development.
