• Defines "mobile carrier" as an electrically powered device under 80 pounds with maximum 12.5 mph speed, operated on sidewalks/crosswalks for property transport, requiring active owner monitoring and remaining within 25 feet of owner.

• Authorizes mobile carriers and personal delivery devices to operate on sidewalks and crosswalks when permitted under federal law, with requirement to yield to pedestrians and obey traffic signals.

• Requires safety belt usage by operators and passengers of autocycles; excludes mobile carriers and personal delivery devices from vehicle registration and insurance requirements.

• Prohibits local governments from preventing motor vehicle access to transportation facilities serving as the only or one of two ingress/egress points to state universities, except during emergencies or temporary repairs.

• Effective date: July 1, 2018.
