Creates section 546.13, Florida Statutes, defining "fantasy contest" as a game where outcomes are determined predominantly by accumulated statistical results of individual performance, with prizes established in advance and not based on single team or player performances.

Defines "fantasy contest operator" as a person or entity offering fantasy contests for cash prizes, excluding individuals who serve as commissioners for no more than 10 contests per calendar year.

Exempts fantasy contests from regulation by the Department of Business and Professional Regulation and from gambling statutes including sections 849.01, 849.08, 849.09, 849.11, 849.14, and 849.25.

Takes effect October 1, 2018.
