• Requires applicants ineligible for social security cards to provide proof of taxpayer identification number or a number associated with their identity document.

• Authorizes foreign government-issued documents (passports, birth certificates, consular identification) as proof of identity for driver licenses, with licenses valid for 1 year or until document expiration, whichever occurs first.

• Prohibits the Department of Highway Safety and Motor Vehicles from waiving knowledge, endorsement, or skills tests for applicants who establish identity using foreign-issued documents.

• Restricts applicants using foreign-issued documents from obtaining duplicate/replacement licenses, renewing licenses, or changing name/address unless they appear in person and resubmit the foreign identification document.

• Requires the department to mark all driver licenses with compliance indicator for REAL ID Act of 2005 after state achieves full federal compliance.
