Authorize the Department of Highway Safety and Motor Vehicles to issue electronic certificates of registration for vessels as an alternative to paper certificates.

Allow the department to accept vessel registration applications through electronic or telephonic means.

Permit the department to collect email addresses and use electronic mail instead of U.S. Postal Service for sending vessel registration renewal notices.

Allow vessel operators to present an electronic certificate of registration displayed on an electronic device for inspection when the physical certificate is unavailable, damaged, or illegible.

Specify that presenting an electronic certificate does not constitute consent for inspection of any other information on the device.

Effective date: July 1, 2018.
