Authorizes creation of elder abuse fatality review teams in each judicial circuit to review deaths of elderly persons caused by or related to abuse or neglect, housed administratively in the Department of Elderly Affairs.

Specifies team membership to include representatives from law enforcement, state attorney, medical examiner, judges, adult protective services, aging agencies, healthcare administration, victim services, elder law attorneys, medical professionals, and other relevant entities.

Grants teams access to criminal justice records, adult protective services information, and autopsy reports; prohibits direct contact with deceased person's family members except through authorized employment duties.

Requires annual reports by September 1 detailing cases reviewed, demographics, identified policy gaps, and recommendations for system improvements; Department of Elderly Affairs prepares summary report by November 1 for state leadership.

Protects team members from civil liability unless acting in bad faith, exempts team records and information from discovery in legal proceedings, prohibits members from testifying about team information, and requires confidentiality of all legally protected information.
