Amends Florida Statutes section 790.06 to add a new mental health evaluation requirement for concealed weapons or firearms licenses.

Requires applicants to undergo a mental health evaluation conducted by a clinical psychologist or psychiatrist and be determined competent and of sound mind, or provide a letter from a licensed medical professional stating they are not suffering from serious mental illness.

Maintains all existing eligibility criteria for concealed carry licenses, including age requirements (21+), background checks, firearm safety training, and prohibitions for felons and those with domestic violence convictions.

Takes effect July 1, 2018.
