Establishes the Kidcare Operational Efficiency and Health Care Improvement Workgroup as a task force administratively housed in the Department of Health, with members serving on a voluntary basis without compensation.

Workgroup consists of 13 members including representatives from the University of South Florida, American Academy of Pediatrics, Department of Health, Health Care Administration, Department of Children and Families, Florida Healthy Kids Corporation, children's hospitals, health plans, dental association, and one parent of a Kidcare-enrolled child.

Requires workgroup to examine successful healthcare models, develop recommendations for streamlining the program including a single benefits package and single third-party administrator, provide transition plans, and advise on federal waivers.

Mandates workgroup submit report with findings and recommendations to the Governor, President of the Senate, and Speaker of the House by December 31, 2018.

Workgroup and this section expire December 31, 2018; act takes effect July 1, 2018.
