Creates nine specialty license plates for historically black fraternities and sororities with an annual use fee of $25 each: Omega Psi Phi, Delta Sigma Theta, Sigma Gamma Rho, Kappa Alpha Psi, Alpha Kappa Alpha, Alpha Phi Alpha, Zeta Phi Beta, Phi Beta Sigma, and Iota Phi Theta.

Directs the Department of Highway Safety and Motor Vehicles to develop each plate bearing the organization's colors, design, "Florida" at the top, and the organization name at the bottom.

Distributes annual use fees as follows: Omega Psi Phi, Delta Sigma Theta, Kappa Alpha Psi, and Alpha Kappa Alpha fees go to their respective foundations with 5% for marketing and 95% for college scholarships for Florida residents attending historically black colleges and universities.

Routes fees from Sigma Gamma Rho, Zeta Phi Beta, Phi Beta Sigma, and Iota Phi Theta plates to the Department of Education for the Mary McLeod Bethune Scholarship Program; Alpha Phi Alpha fees go to the Department of Education for the JC Rawls-FFAC Foundation.
