Establishes that a quorum for the Commission on Human Relations requires a majority of appointed commissioners, while panels of three members constitute a quorum for conducting official business under the Florida Civil Rights Act.

Changes the Florida Civil Rights Hall of Fame recommendations from an unspecified number to up to 10 persons, from which the Governor selects up to 3 members.

Requires the Commission to notify aggrieved persons if it fails to conciliate or determine reasonable cause within 180 days, and establishes a 1-year deadline to file civil actions after the Commission certifies notice was mailed.

Eliminates the requirement for older person housing facilities to register with and submit letters to the Commission, while maintaining compliance with federal occupancy verification rules.

Reduces investigation timelines for club membership discrimination complaints from 45 days to 30 days and shortens the fact-finding deadline for prohibited personnel action complaints from 180 days to 90 days.

Takes effect July 1, 2018.
