• Creates restricted license pathways for physicians and osteopathic physicians to practice up to 36 months in underserved areas, community health centers, or free clinics serving low-income residents; prohibits licensure if contract terms are breached.

• Allows physicians with active Canadian licenses and at least 10 years of practice to apply for restricted licenses without examination, and simplifies Canadian applicant requirements by removing certain restrictions.
