Expands the definition of "telephonic sales call" under Florida law to include voicemail transmissions, defined as technologies that deliver voice messages directly to voicemail applications, services, or devices

Prohibits telephone solicitors from sending voicemails to consumers, businesses, or donors who have previously stated they do not wish to receive such solicitations or donation requests

Requires solicitors to ensure that telephone numbers displayed through caller identification systems are capable of receiving calls and must connect the original recipient to the solicitor or seller when called

Changes civil penalty violations from Class IV to Class III category and administrative fine violations from Class III to Class I category pursuant to section 570.971

Takes effect July 1, 2018
