Requires all referenda to adopt or amend local discretionary sales surtaxes to be held at general elections as defined in section 97.021

Amends section 212.055, Florida Statutes, to apply the general election requirement to charter county and regional transportation system surtaxes, county public hospital surtaxes, and emergency fire rescue services and facilities surtaxes

Removes previous language allowing governing bodies discretion to set referendum timing and replaces it with mandatory general election timing

Establishes new subsection (10) titled "Dates for Referenda" to codify the general election requirement across all local discretionary sales surtax types

Takes effect upon becoming law
