CS/HB 335 Summary

• Permits marriage licenses for minors aged 16-17 only when one party is no more than 2 years older than the other, and requires a physician's statement verifying pregnancy, a signed paternity affidavit, and written parental/guardian consent acknowledged before an authorized officer.

• Allows marriage licenses without parental consent when both parents are deceased, the minor was previously married, or the minor has had disabilities of nonage removed under s. 743.015.

• Preserves judicial discretion to issue marriage licenses to minors under 18 when both parties swear they are parents of a child, or when pregnancy is verified by a physician.

• Prohibits marriage licenses for any person under age 16, with limited exceptions only for established parents under subsections (2) and (3).

• Effective date is July 1, 2018.
