Allocates minimum of lesser of 7.6 percent or $50 million annually for Indian River Lagoon conservation and management projects through the Department of Environmental Protection grant program.

Requires Department of Environmental Protection to make grants for projects implementing the updated Indian River Lagoon Comprehensive Conservation and Management Plan, including multiyear grants for planning and construction.

Prioritizes grants for ecosystem monitoring, habitat restoration, sewage system connections to central sewer lines, and stormwater/freshwater/agricultural discharge management, with minimum 50 percent local match required for sewer and discharge projects.

Directs Department of Environmental Protection, South Florida Water Management District, and St. Johns River Water Management District to coordinate Indian River Lagoon grants with other water management districts as necessary.

Requires annual reporting to Governor and Legislature beginning January 1, 2019, regarding projects funded under this provision, with the subparagraph expiring July 1, 2018.
