Adds subsection (8) to section 288.1259, Florida Statutes to exempt personal financial records, trade secrets, and proprietary information of persons applying for production financing from the Florida Motion Picture Capital Corporation from public records disclosure requirements under s. 119.07(1) and Article I, section 24(a) of the State Constitution.

Makes the exemption subject to the Open Government Sunset Review Act and schedules automatic repeal on October 2, 2023, unless the Legislature reenacts the exemption.

Establishes public necessity finding that disclosure of applicant financial information would deter production companies from applying for financing, resulting in productions being located outside Florida despite in-state expenditure requirements.

Effective date is contingent upon HB 341 or similar legislation taking effect in the same legislative session or extension thereof.
