Revises the Criminal Punishment Code's lowest permissible sentence calculation for offenses committed on or after October 1, 2018, by increasing the point threshold from 44 to 52 points for nonstate prison sanctions and adjusting the subtraction from 28 to 36 points when calculating prison months.

Allows courts to sentence offenders to life imprisonment if total sentence points are 363 or greater, with such offenders ineligible for discretionary early release except executive clemency or conditional medical release.

Expands eligibility for postadjudicatory treatment-based drug court programs and mental health court programs by allowing placement of defendants with 60 or fewer Criminal Punishment Code scoresheet points who meet other specified criteria.

Authorizes courts to order offenders who violate probation or community control to complete mental health court or military veterans court programs if underlying offenses are nonviolent felonies and other conditions are met.

Takes effect October 1, 2018, and reenacts multiple related statutory provisions to incorporate the amended sentencing calculations.
