Prohibits denying resident tuition status based solely on immigration status if an individual has specific protected statuses: Family Unity Program beneficiary, temporary protected status, deportation/removal stay, deferred enforced departure, or deferred action for childhood arrivals.

Requires state universities to waive out-of-state fees for students (including undocumented students) who attended and graduated from a Florida postsecondary institution and are enrolled in a graduate or professional program.

Requires waiver applicants to submit official postsecondary transcripts and file an affidavit committing to apply for permanent resident status at the earliest opportunity.

Mandates the Board of Governors and State Board of Education create a uniform out-of-state fee waiver form.

Takes effect July 1, 2018.
