Enacts the Agreement Among the States to Elect the President by National Popular Vote, allowing Florida to join member states in allocating presidential electors based on the national popular vote winner rather than state results.

Requires each member state to conduct a statewide popular election and appoint presidential electors to the slate that wins the largest national popular vote total across all member states combined.

Agreement becomes effective when states cumulatively possessing a majority of electoral votes (270 votes) have enacted it in substantially the same form.

Permits member states to withdraw from the agreement except within six months before the end of a President's term, with the withdrawal becoming effective only after the next President or Vice President qualifies to serve.

Terminates automatically if the electoral college is abolished, and chief executives must notify other states when the agreement is enacted, takes effect generally, or when a state withdraws.
