Amends section 1010.62, Florida Statutes, to authorize state universities to use federal grant and contract payments to pay debt service on revenue bonds if required by the U.S. Department of Education's Historically Black College and University Capital Financing Program

Adds new language permitting moneys due to state universities from the Federal Government for payment of grants and contracts to be used for revenue bond debt service, with this authority limited specifically to requirements of the federal HBCU program

Maintains existing restrictions that revenue bonds cannot be secured by or payable from tuition, financial aid fees, educational department revenues, or other operating revenues of state universities, except as modified by this amendment

Takes effect July 1, 2018
