Creates s. 943.1714, F.S., defining "racial profiling" as determining probable cause and detaining or treating a person based solely on race or ethnicity

Prohibits law enforcement officers from engaging in racial profiling during traffic stops, arrests, or custody actions and requires all law enforcement agencies to adopt departmental policies prohibiting racial profiling
