Prohibits the student learning growth formula from being the only factor in determining placement of classroom teachers and other instructional staff.

Requires a third-party independent analyst to analyze student learning growth data and provide a data visualization tool for teachers and administrators to use for instruction improvement, program evaluation, and resource allocation.

Mandates the formula must consider each student's prior academic performance and prohibits setting different growth expectations based on gender, race, ethnicity, or socioeconomic status.

Directs the Commissioner of Education to consider additional factors in formula development including student attendance records, disability status, and English language learner status.

Takes effect July 1, 2018.
