Creates the Florida Veterans Care program within the Agency for Health Care Administration to provide veterans and their families with access to healthcare services as an alternative to the federal veterans' health care system.

Authorizes the Agency for Health Care Administration, in consultation with the Department of Veterans' Affairs, to negotiate with federal agencies and seek federal funding, waivers, state plan amendments, or other federal authorizations for the program.

Allows veterans deemed eligible by the federal Veterans Health Administration or United States Department of Veterans Affairs to voluntarily enroll and receive managed medical and long-term care services, including home and community-based services, meeting or exceeding authorized Medicaid benefits.

Prohibits the use of state funds to provide medical or long-term care services under the program or to administer it, with all costs requiring federal funding.

Requires prior legislative approval before the Agency for Health Care Administration and Department of Veterans' Affairs can implement the program; takes effect July 1, 2018.
