Establishes the Physician Fee Sharing Task Force within the Department of Health, chaired by the State Surgeon General, using existing department resources.

Task force membership includes State Surgeon General, Secretary of Health Care Administration, Attorney General, 6 legislative members, hospital representatives, health insurers, 5 health care practitioners, bar association representative, and representatives from electronic health record, health information technology, smart medical device, and health technology investment companies.

Task force shall develop and evaluate policy proposals to address barriers to innovation in provider payment models created by federal and state ethics, anti-kickback, and patient brokering laws, including proposals for alternative payment models, expanding safe harbor provisions, and reforming liability standards.

Task force must convene by June 1, 2018, and submit findings, conclusions, and recommendations to the Governor and Legislature by December 1, 2018.

Task force expires January 1, 2019, and the act takes effect upon becoming law.
