Creates the Emergency Power Systems Matching Grant Program administered by the Department of Health to provide state matching funds to public and private health care facilities for emergency power systems.

Defines "emergency power system" as an independent electric power source during outages that includes fuel supply sufficient to sustain operation for at least 7 days, and may include generators, batteries, and related accessories.

Limits program eligibility to health care facilities that were constructed and operational before July 2018, with grants distributed on a first-come, first-served basis and no facility receiving more than one grant per county per year.

Appropriates $5 million in nonrecurring funds annually for fiscal years 2018-2019 through 2022-2023 to implement the program.

Takes effect July 1, 2018, with the Department of Health authorized to adopt rules for program implementation.
