Creates section 324.252 requiring the Department of Highway Safety and Motor Vehicles to establish an online insurance verification system accessible 24 hours per day by July 1, 2021, with a pilot program beforehand.

System must be accessible to department personnel, courts, law enforcement, authorized entities, and insurers, and must include security provisions, disaster recovery plans, and maintain a 5-year historical record of information requests.

Verification system must enable inquiries using multiple data elements including Vehicle Identification Number, policy number, NAIC company code, and coverage type to identify uninsured vehicles.

Law enforcement officers may access the verification system during traffic stops and crash investigations to verify compliance with insurance requirements and validate insurance identification cards produced by operators.

Insurers must cooperate with the department, provide access to policy status information, and transmit weekly records of all active insurance policies ("book of business") to enable identification of uninsured vehicles; commercial vehicle coverage participation is voluntary.
