Creates the Tampa Sulphur Springs Neighborhood of Promise Success Zone in Tampa, Hillsborough County as a 10-year project managed by a nonprofit corporation independent of state department control.

Creates the Overtown Children and Youth Coalition in Miami, Miami-Dade County as a 10-year project managed by a nonprofit corporation independent of state department control.

Requires both organizations to comply with public records laws (Chapter 119), public meeting requirements (Chapter 286), and procurement regulations (Chapter 287) despite independence from state supervision.

Designates both initiatives as Florida Children's Initiatives to provide community-based services including education, health care, youth development, employment opportunities, and affordable housing within their service boundaries.

Takes effect July 1, 2018.
