Requires the Department of Management Services to implement formulary management cost-saving measures for the state employees' prescription drug program, including formulary inclusion or exclusion of prescription drugs.

Restricts cost-saving measures to ensure access to the most clinically appropriate, clinically effective, and lowest net-cost prescription drugs.

Allows excluded drugs to be covered if a physician, advanced registered nurse practitioner, or physician assistant certifies the excluded drug is medically necessary.

Removes the prohibition on implementing prior authorization programs or restricted formulary programs that was previously established in Chapter 99-255, Laws of Florida.

Takes effect July 1, 2018.
