Amends Florida Fire Prevention Code to allow doorstep refuse and recycling collection containers in exit access corridors of apartment buildings with enclosed corridors, provided containers do not exceed 13 gallons and meet specified safety conditions.

Permits larger 27-gallon containers in apartment buildings with open-air corridors or balconies served by exterior exit stairs, subject to equivalent safety requirements.

Requires containers to stand upright without leaking, remain in corridors no more than 12 hours at a time, and waste inside containers no more than 5 hours; containers must not reduce egress width below NFPA Life Safety Code 101:31 standards.

Mandates apartment management maintain written policies and procedures for compliance and provide copies to local authorities upon request; allows authorities to approve alternative containers and storage arrangements providing equivalent safety.

Grants apartment occupancies a phase-in period until December 31, 2020, to comply with requirements; the provision sunsets and is repealed on July 1, 2021; act takes effect July 1, 2018.
