Reduces civil penalties by 18 percent for non-commercial drivers who elect to attend an approved basic driver improvement course instead of court appearance for most traffic infractions.

Limits driver improvement course elections to no more than one per 12-month period and five total elections in a driver's lifetime.

Removes requirement that 18 percent of reduced civil penalties be deposited in the State Courts Revenue Trust Fund.

Requires drivers who fail to attend driver improvement school after paying reduced penalties to pay the clerk the 18 percent reduction amount plus up to $18 processing fee, with no additional penalties or surcharges allowed.

Takes effect July 1, 2018.
