Establishes the Statewide Alternative Transportation Authority within the Department of Transportation, headed by an executive director with headquarters located in Leon County.

Allocates $60 million annually beginning in fiscal year 2021-2022 from the Transportation Regional Incentive Program for alternative transportation systems: $25 million to Tampa Bay Area Regional Transit Authority (matching funds required) and $35 million to the Statewide Alternative Transportation Authority.

Defines "alternative transportation system" as infrastructure designed to move the greatest number of people in the least time, including autonomous vehicles and transportation network companies, but excluding traditional roadway conveyance.

Requires counties seeking funds to submit detailed project and financial plans; mandates one dollar in local or private matching funds for each state dollar distributed; prohibits funds from subsidizing projects with existing funding commitments as of July 1, 2018.

Exempts the authority from most departmental policies and procedures to facilitate efficient administration, while allowing the Secretary of Transportation to apply such standards as deemed appropriate; authority operates as single budget entity with unexpended funds carried forward annually.
