Exempts building plans, blueprints, schematic drawings, diagrams, and construction documents depicting internal layout or structural elements of health care facilities (hospitals, ambulatory surgical centers, nursing homes, hospices, and intermediate care facilities for the developmentally disabled) from public records disclosure requirements under Florida Statutes s. 119.07(1) and Florida Constitution Article I, Section 24(a).

Exemption applies retroactively to records held by agencies before, on, or after the act's effective date and allows disclosure to other governmental entities when necessary for performance of duties, to facility owners or their legal representatives, or upon court order showing good cause.

Does not apply to comprehensive plans or site plans submitted for approval under local land development, zoning, or development-of-regional-impact regulations.

Exemption is subject to the Open Government Sunset Review Act and automatically repeals on October 2, 2023, unless the Legislature reenacts it.

Legislature finds the exemption necessary to protect health care facility staff, patients, and visitors from security threats by preventing disclosure of information about emergency egress, locking systems, life safety systems, and restricted areas that could aid criminal or terrorist activities.
