Prohibits the Fish and Wildlife Conservation Commission from issuing recreational hunting permits that allow killing Florida black bears that are mothering cubs weighing less than 100 pounds.

Establishes that unlawful harvesting of saw palmetto berries on state lands constitutes petit theft of the second degree under s. 812.014, regardless of berry value.

Authorizes the Fish and Wildlife Conservation Commission to designate and update Florida black bear habitats using science-based approaches, including areas where female bears den in February and sensitive habitats with critical food sources.

Prohibits prescribed burns during February in black bear habitats designated by the Fish and Wildlife Conservation Commission to protect denning female bears.

Takes effect July 1, 2018.
