HB 563 Summary

• Parents may give public testimony at a district school board meeting that reviews the board's rules authorizing out-of-school and in-school suspension.

• District school boards must review their suspension rules once every 3 years during a public board meeting and examine school district data on disability status, race, gender, and recidivism rates of suspended students.

• The review must include examination of academic and counseling programs available to suspended students, and the board must take public testimony at the meeting.

• A district school board's suspension rules expire if the required review meeting is not held in accordance with these provisions.

• All suspension hearings are exempt from chapter 120 administrative procedure requirements; the act takes effect July 1, 2018.
