State universities must refund excess hour surcharges for up to 12 credit hours to first-time-in-college students who complete a baccalaureate degree program within 4 years of initial enrollment.

The excess hour surcharge remains 100 percent of the tuition rate for each credit hour exceeding 110 percent of degree program requirements, applicable since the 2012-2013 academic year.

The refund applies only to students meeting the specified completion timeline and degree program requirements.

The act becomes effective July 1, 2018.
