Directs the Office of Program Policy Analysis and Government Accountability (OPPAGA) to submit a report on a proposed statewide robot tax to the Governor and Legislature by December 1, 2018.

Requires the report to include a working definition of "robot" for taxation purposes, a historical analysis of robot use and impact on the labor force, and forecasts using 10 and 20-year planning horizons.

Mandates the report review existing robot tax proposals and laws in the United States and worldwide.

Requires recommendations for a robot tax structure where the tax amount increases in direct relation to the amount of human labor lost in each applicable business.

Takes effect July 1, 2018.
