Revises voting membership sizes for metropolitan planning organizations (MPOs) based on urbanized area population: 5-11 members for areas with 500,000 or fewer residents, and 5-15 members for areas with more than 500,000 residents.

Prohibits an entire county commission from serving as MPO governing board members, though a single-county MPO may have all county commissioners if the jurisdiction is wholly contained within that county.

Reduces the minimum percentage of county commissioners on MPO boards from 30 percent to 20 percent when a major transportation agency official is appointed.

Requires each MPO to adopt bylaws governing operations and voting privileges, and prohibits weighted voting structures.

Mandates all MPOs comply with these changes by July 1, 2019, and establishes an effective date of July 1, 2018.
