Authorizes University of Miami and affiliates to establish sterile needle and syringe exchange pilot programs in Broward County and Palm Beach County, operating at fixed locations or through mobile health units.

Provides legal protection for possession, distribution, or exchange of needles and syringes under the pilot program, exempting such activities from violations of Florida's drug abuse prevention laws.

Requires pilot program to operate on one-to-one needle exchange basis and provide educational materials and referrals for HIV, viral hepatitis, drug abuse treatment, and disease screening.

Mandates quarterly reports to Department of Health by October 15, January 15, April 15, and July 15 of each year, plus annual reports by August 1, with a final report due August 1, 2023, prohibiting collection of personal identifying information from participants.

Prohibits use of state, county, or municipal funds for program operations; requires funding through private grants and donations only; program expires July 1, 2023.
