Increases the age exemption from protective headgear requirements for motorcycle riders from 16 to 21 years old, applying only to motorcycles with 50 cubic centimeters or less displacement, rated at no more than 2 brake horsepower, and incapable of exceeding 30 miles per hour.

Increases the mandatory headgear requirement age for moped riders from under 16 to under 21 years of age.

Requires all motorcycles and mopeds registered to persons under 21 years of age to display a license plate that is unique in design and color.

Maintains the existing exception allowing persons over 21 years of age to operate motorcycles without headgear if covered by insurance providing at least $10,000 in medical benefits for crash-related injuries.

Classifies violations of these requirements as noncriminal traffic infractions punishable as nonmoving violations under Florida chapter 318, effective July 1, 2018.
