Requires pharmacists and practitioners to apply a red warning sticker to newly-prescribed Schedule II opioids that warns about addiction and overdose risks, with text large enough to be legible and placed on the bottle cap or noticeable container area.

Mandates that pharmacies offer prescription lock boxes for sale at each store location and display a sign at least 4 inches by 5 inches near the pharmacy counter advertising their availability.

Defines a "prescription lock box" as a box or bag with a tamper-proof locking mechanism that cannot be opened without extreme force.

Authorizes the Department of Health to develop and distribute a pamphlet containing information about pain management precautions, substance misuse risks, addiction resources, proper storage and disposal, and support helplines, which pharmacists must distribute at no charge when dispensing prescriptions.

Takes effect January 1, 2019.
