Authorizes supervisors of elections to accept voted vote-by-mail ballots at any early voting site in the county where the elector is registered, during the site's hours of operation

Electors who have already returned a voted vote-by-mail ballot are prohibited from voting again in person or having a provisional ballot counted

Electors who received but have not returned a vote-by-mail ballot may either vote in person (after returning the unvoted ballot) or drop off their voted mail ballot at an early voting site

Requires the Division of Elections to adopt uniform rules for the receipt of vote-by-mail ballots at early voting sites
