Amends Florida Statutes section 373.4595 to establish the St. Lucie River Watershed Pollutant Control Program as a basin management action plan designed to reduce pollutant loads through regulations, best management practices, and alternative technologies.

Requires the plan to include implementation milestones and water quality monitoring with progress assessments every 5 years, with 5-year, 10-year, and 15-year measurable targets to achieve total maximum daily load reductions within 20 years.

Restricts the Department's authorization of domestic wastewater biosolids disposal within the watershed unless applicants demonstrate nutrients will not add to nutrient loadings, with an exception for Class AA biosolids marketed as fertilizer.

Requires the Department of Health to mandate agricultural use plans for septage disposal and the Department of Agriculture and Consumer Services to initiate rulemaking for animal manure land application within the watershed.

Clarifies that county ordinances regulating transportation, composting, or land application of biosolids or sewage within the St. Lucie River watershed are not duplicative regulations; effective July 1, 2018.
