Adds exemption from toll payment for persons operating motor vehicles on toll facilities located in counties subject to a mandatory evacuation order issued during a state of emergency declared by the Governor.

Exemption remains in effect until the evacuation order is lifted, and the department secretary or designee may suspend toll payments on other facilities when necessary to assist emergency evacuation.

Updates language in existing toll exemptions to clarify status of law enforcement officers, firefighters, and rescue vehicle operators when performing official duties.

Changes disability toll exemption language from "handicapped persons" to "persons with a disability" while maintaining existing requirements for certification and vehicle modifications.

Effective date is July 1, 2018.
