Electronic orders received at a vendor's licensed place of business are construed as sales made at that location, allowing vendors to make deliveries for telephone, electronic, or mail orders.

Vendors may make deliveries using vehicles they own or lease, or through third-party vehicles under contract with common carriers and other delivery services.

Manufacturers with a vendor's license under s. 561.221(2) are prohibited from making deliveries under the amended delivery provisions.

Recipients must have their identity and age verified and documented at the time of delivery, with all deliveries complying with age requirements under s. 562.11.

The act takes effect July 1, 2018.
